Since you live in Philippines, we need to know whats available in your market. if some UK / US / AU guy started suggesting you brands and items, you may get depressed because they may not be available in your country. Since you have a medium end budget, I would suggest considering AMD products. If purchasing AMD processor / motherboard combo, you can get an excellent motherboard for around 130-150$ and fx 8xxx processor for about 200-250$. now again it depends on what's available in your local market.
