It does not have to scale to 360/PS3, that's the key.
The problem with Watch Dogs is that the initial footage was never clearly stipulated.
They kept the whole thing willfully ambiguous. I don't believe Morin when he claims that E3 2012 = PC reference.
This was most likely a target render, and the PC version will not be close to that. Why shouldn't the PS4/XBO/PC receive the original, higher quality assets ? I don't know but that's not usually how Ubisoft roll, every version has near identical assets.

The situation with Unity is different. Asset quality does not have to suffer because of 360/PS3's limitations. I'm not saying this is what the game WILL look like once we get our hands on it but I'm convinced this is perfectly doable.
Ubisoft has no reason to downgrade anything, they have to be held accountable for their atrocious communication regarding Watch Dogs though.

It's funny how in the video it says "the following is alpha footage" to make people believe that the graphics will only improve, when in fact, the final version will most likely look worse.

Currently confirmed for PC, PlayStation 4, Xbox One.

 

If we get no PS3 or Xbox 360 version that alpha footage may be close to what we get. Can't wait to see more of the game.


Any idea what engine they will be using? (Please don't tell me an updated Anvil-Next version)

 

Precisely my thoughts, except for the most part I have been disappointed with the game mechanics progression from I to IV. Each one not feeling like a new generation of game at all.

That trailer looked fantastic, been a while since i considered Ubisoft to be the guys driving tech forward.

Gaming wise, i do think the IP has been overused, but the idea is such a great one that there are so many possibilities with history, so why not?

Any news on game engine or are we waiting on E3?
