I had Aero on, always. Windows 7 & 8. Does not stutter.

    Well...install Sleeping Dogs...

    Ahh...wish I grabbed Dota 2 files today. I don't have up-to-date Dota 2 files now.

    The monitor I have is a Viewsonic VX2450wm-LED, 1080p 60Hz TN panel.

You're welcome man, these stuttering issues are affecting many users and are largely going unnoticed in several cases for others. So it's important we know what's up.

Sure I can notice stuttering, it happens with any Gamebryo title, also in BF2: Project Reality, and GTA IV due to 2 fully loaded CPU cores..... but not other games..at least not that I notice. ArmA3, BF3, MetroLL Cryshlt3, Borderlands2, MaxPayne3 etc all good.

I run Windows 7 Ultimate 64 and 100Hz CRT with vsync disabled in all games.

What apps do you have running?

I have Windows 8 64 bit pro, dear 100hz crt;) that's why u have not stutter! when i was on my 19' crt no games did that.
Reading stutter seems to occur when Vsync go conflict in full screen, in Windows 7 u can disable it disabling aero, in widnows 8 it's Always on.

Interesting to try Aero on vs. off, but try what we suggested first, it's easier.

    That's not a downgrade :)

It's worth a try if you have a spare HDD laying around install W7 on it and do all the updates put the two games that you notice it the most in on there and test.

I have fear it will not resolve the problem so i ask to someone with Windows 7 to disable aero to see if works!
Anyway what the best fps limiter for Windows 7 and Windows 8?

    I always have Aero disabled.
Afterburner's RTSS server caps fps. Radeon Pro can force on/off vsync and triple buffering if CCC doesn't co-operate.

    Try this - https://www.youtube.com/watch?v=482cvIuILT0
It helps me in Windows 8 to get rid of stutter.
If this dont help you probably it is some hardware problem with PSU.

no work, but no hardware problems, simply i resolved with fps limiter, i hope it will continue to function properly;) anyway with win7 and Aero disabled can works without fps limiter, dunno!

I've experienced exact same thing as OP with many many games.
I no longer play in full screen mode on any game due to using multiple monitors. I use border less window mode when an option in game, and a autohotkey script to force borderless mode for other games.

Fullscreen borderless windowed mode is only way to play. Also I use RP to cap my fps at 60 with vsync off. Smooth as butter gameplay.

    try it and report.
