I have a gtx680 lightning, i use the normal bios, and i have oc'ed to +67 on core and +400 on mem with +63mV

I bumped up the power limit to 133%

And i must ask, why when i play games, i have spikes for 1 second from 133% power to, for example 145% or 177%

The msi afterburner graph shows a spike to that power level for just one second, then the power limit is back to below 133%.

Is normal to have more than 133% power spikes ?

If i let the card on stock, i don't have spikes...

I'd put my money on it being a glitch.

Glitch. Raise your power limit higher and see what it does

If i switch to LN2 bios which as 300% power limit, then in games the power never goes up from 120 max.

So it's a bug when i use the normal bios ?
