198/1188/396 are standard safe/boot clocks which are used as the lowest throttle speed in case of hardware failures (including too agressive overclocking!!!). Also, as I've said these are the clocks your system is booting at, if you decide to disable 2D/3D clock separation in RT during enabling hardware overclocking, display adapter will constantly run at these clocks until you re-enable overclocking with 2D/3D clock separation enable.
