It's not always possible to fill exactly 4096 MB for obvious reasons, you should know that. The game might want to use more than that 39 MB but because it can't fit that data it just can't completely...

I did some testing. I had SW:TOR running (character selection screen) on background and then I limited it to 5 fps (memory usage was about 1,1 GB). Then I fired up Shadow of Mordor. It run just fine...
